Note - The 19H1 update is on a staggered release. It is possible it may not be available to your machine as yet. If that is the case we will download then install. Okaaay, doing that update took a fair amount of time, sorry it took so long to get back to you guys. Alright - yes that Windows update can take awhile. Run a new one then pastebin. Things are right up to date there. I suspect this may be a bug of sorts.

Posted 24 June - PM. I had the same problem. I have just found the solution. I had changed the envrionment variables, to my biggest harddrive, with 20 gb free space. So after i created it, the installer started. So, if you haven't changed any of the temporary directories, then check and see, if you have, on the c: drive, a directory called tmp.
